The Disability Card (The European charter of Disability) is an official tool that attests to the disability status and facilitates theaccess to services public, cultural, sports and social, both Italy both in the EU countries members pilot project. Not a substitute for economic benefits or permission of the Law 104/1992but simplifies the daily life.

1. What is the Disability Card?

  • The official document that certifies the disability.
  • Facilitates theaccess services are free or subsidized.
  • Recognized in Italy and in EU Countries participating in the pilot project.

2. Who can apply?

  • Citizens with disabilities ≥67%
  • Minor with a disability
  • Holders of the accompanying bonuses
  • People with severe disability (Law 104/1992, art.3 paragraph 3)
  • The civilian blind, deaf civil or disabled on the job, ≥35%

3. How to ask?

  • Online via INPS
  • Credentials: SPID, CIE or CNS
  • Can support via associations enabled

4. Required documents

  • A valid identity document
  • Passport-size photograph
  • Certification of disability official
  • Verbal historical (if required)

5. Time and validity

  • Conclusion procedure: within 60 days after the application is complete
  • Validity: up to the permanence of the disability
  • The possibility of renewal in case of loss or update of the condition

6. Digital version

  • Available on the App I / EN Wallet
  • The same legal value of the physical card
  • QR Code is readable offline

7. Recognition and use

  • Currently: Italy + 8 Countries of the EU pilot (Belgium, Cyprus, Estonia, Finland, Malta, Romania, Slovenia)
  • Extension to the whole of the EU is expected by 2028
  • Access to extra services: museums, cinemas, transport, cultural and social activities

8. Limitations and precautions

  • Personal use and is non-transferable
  • Does not automatically guarantee facilities: depend on active agreements
  • Does not give the right to the economic benefits or tax (managed by INPS/Revenue Agency)

9. The content of the paper

  • The photo, first name, last name, date of birth
  • Serial number and expiration date
  • QR Code for real-time verification of disability
  • Braille text available

10. Regulatory updates

  • EU directive 2024/2841: uniform recognition of the Disability Card and parking card in the whole EU
  • The digital version is active by 2025/2026
  • Delivery time normalized after delays and technical 2025
