The architectural barriers are not only physical obstaclesbut are real limits to freedom and social participation of people with disabilities, the elderly and citizens with reduced mobility.

What are the barriers

The barriers include:

  • The physical obstacles in buildings (stairs and no ramps or elevators, doors too narrow, the toilets are not accessible).
  • Barriers in public spaces (the sidewalks are not adequate, the lack of slides or ramps, pedestrian crossings without signals tactile or audible traffic lights).
  • Transport difficulties (stops are not accessible, and the absence of floorboards on the bus, train stations without elevators, or tactile).

What the law says

In Italy, the legislation provides obligations precise accessibility:

  • Law no. 13/1989 → delete the architectural barriers in private buildings.
  • D. M. 236/1989 → defines the technical criteria for accessibility.
  • Law no. 104/1992 → protection of the rights of persons with disabilities and provides accessibility in public buildings.
  • The public contracts code and the Code of the road → insert the obligations of accessibility even in the new works, and in urban spaces.

4. How to write a reporting effective

A reporting clear increases the the possibility of intervention. Must contain:

  • Precise localization (address, points of reference).
  • Photographic documentation of the barrier.
  • Description of the problem (because it constitutes an obstacle to those who prevent access).
  • Normative references (when possible, cite the law on the removal of barriers).
